October Builder Confidence Falls to 29 as Price Cuts and Incentives Persist

Builder confidence in newly built single-family housing fell three points to 29 in October 2026, according to the NAHB/Wells Fargo Housing Market Index. The survey also shows extensive use of price cuts and sales incentives as builders compete for buyers.

What the survey measures

The October HMI findings report current sales conditions at 33, expected sales over the next six months at 32, and prospective-buyer traffic at 18. All three components declined during the month.

HMI is a sentiment index, not a count of houses sold. Its scale runs from zero to 100, with readings above 50 indicating that more builders view conditions favorably. A reading of 29 should therefore not be described as a 29% sales rate.

Incentives need to be evaluated alongside price

NAHB reports that 43% of builders cut prices in October, with an average reported cut of 6%. It also says 65% used sales incentives. These are survey findings about respondents, not a promise that any particular home is discounted or that every buyer qualifies for an advertised offer.

Questions to ask before relying on an offer

Our interpretation is that the survey strengthens the case for comparing complete offers. A headline incentive is useful only after its conditions are clear.

  • Request the home’s price with and without the incentive.
  • Ask whether using a preferred lender or closing by a certain date is required.
  • Separate a temporary payment reduction from a permanent rate change.
  • Confirm what happens if construction or financing is delayed.

The national survey cannot establish a builder’s ability to finish a specific project. Check the contract, completion timetable and local alternatives before treating a promotional offer as the best overall price.
